バイト数制限は届いてから24時間ぐらいはimast-backendで生のバイト列を持つことで解決できそう。
問題は制限時間を過ぎたあとオンラインになった端末への対策だが、APNs側で通知の有効期限的なものを決められたはずなのでそれを使えばなんとかなるか
